About Us

Join us for The Trick or Treat on 23rd Street

23rd Street Revitalization is a comprehensive initiative, since late 2016, to develop the economic potential of Richmond’s 23rd Street commercial corridor. The focus is on 23rd Street to the San Pablo border, including MacDonald Avenue between 21st and 27th. This revitalization is galvanizing community members (merchants, professionals, residents, civic leaders, students, educators, bankers, real estate agents, and associations) to take a special interest to transform their neighborhoods.

The result is a renewed sense of pride and place

Trick or Treating is a fun way to inspire community involvement and change, as proven by last three years’ successful events! The first year, we took a chance, the merchants were also a little concerned and timid. But, the community turned out in droves and our Trick or Treat was much bigger than we had imagined! Last year, many more merchants and community members took part; they even dressed up and began to play music in the streets, welcoming in the families of Richmond. The 4th annual ‘Trick or Treat on 23rd Street’ has grown as a yearly much anticipated, positive, community-building family event, with 95% of the merchants participating. In addition, we are dedicated to supporting local arts and artists by employing them for event activities and requiring that all booths have a fun and/or creative activity for families. In partnership with Richmond Sol Youth Programs, our non-profit sponsor, we are continuing to develop the Dia de los Muertos elements and bring in more young volunteers to make it a truly diverse celebration!

Some recent accomplishments:

§ The strong stakeholder committee has reignited the streetscape improvement implementation plan, is delivering business retention and recruitment strategies, including future consideration of a mobile vending on the vacant lots

§ Work with Police and Neighborhood Councils to stage regular clean ups, including alley ways, lead Merchant Watches, implement crime prevention strategies, particularly to mitigate long standing human trafficking concerns.

§ Richmond Summer Youth Ambassador Program with RPAL

Why a Halloween “Stroll” for families?

· To mobilize merchants to get more involved and spur economic activity

· Associate Richmond with a positive family activity. The Dia de los Muertos components promote and preserve the traditions of the area’s Latino population.

· Change perceptions of 23rd Street; reduce and prevent untoward elements, encouraging more foot traffic

· The involvement of Richmond Police and Fire Departments in fun activities brings them and the community closer together in a fun and constructive fashion.

We’re taking back our neighborhood with a family friendly event that engages our diverse community!

Get Involved!

We are always looking for volunteers to help us make our vision a reality. We'll help you find a way to volunteer that best suits you.
